Résumé

32 milhões de brasileiros sofriam com a fome na década de 1990. Para dirimir este problema a implantação de políticas públicas de fomento à agricultura familiar no País foi uma das ações mais eficazes. Desde 2015, os recursos destinados a tais políticas reduziram drasticamente, gerando descontinuidade no fornecimento de alimentos a entidades e usuárias(os) dos programas, perdas na renda de agricultoras(es) e insegurança alimentar, situações agravadas com a pandemia de Covid-19. Partindo dos conceitos de segurança alimentar, agricultura familiar e políticas públicas, este artigo objetiva compreender os rebatimentos do desinvestimento das políticas públicas e da pandemia no cotidiano de agricultoras(es) familiares de Barbalha-CE. Prosseguiu-se com o exame de documentos públicos, entrevistas, observações e conversas no cotidiano com agricultoras(es), cujos dados foram compreendidos a partir da análise de práticas discursivas. Os resultados assinalam dificuldades das(os) trabalhadoras(es) em acessar serviços públicos, produzir, comercializar e garantir a segurança alimentar de suas famílias.Alternate :32 million Brazilians suffered from hunger in the 1990s. To solve this problem, the implementation of public policies to promote family farming in the country was one of the most effective actions. Since 2015, the resources allocated to such policies have drastically reduced, generating discontinuity in the supply of food to entities and users of the programs, losses in the income of farmers and food insecurity, situations aggravated by the Covid-19 pandemic. Based on the concepts of food security, family farming and public policies, this article aims to understand the repercussions of the divestment of public policies and the pandemic in the daily lives of family farmers in Barbalha-CE. We continued with the examination of public documents, interviews, observations and daily conversations with female farmers, whose data were understood from the analysis of discursive practices. The results point out the difficulties of the workers in accessing public services, producing, marketing and guaranteeing the food security of their families.

Résumé

The COVID-19 pandemic is an event of large and complex proportions. The Peruvian government tried for countless times to deal with its consequences during the first year of the crisis. However, due to the social and economic conditions of most of the population, these attempts turned out to be unsuccessful and in specific cases only exacerbated the effects of the pandemic. In that regard, native communities, and generally indigenous peoples, suffered from structural public service lacks in terms of access to drinking water and health that COVID-19 oversaw revealing. Belated responses of the central government and preferences for economic reactivation revealed a serious contradiction between priorities in managing the crisis in the Amazonian territories. This paper addresses these structural conditions referred to public services, especially those related to access to drinking water and health in native communities. It additionally analyzes legislative and administrative measures implemented to protect native communities and strengthen their capacities against COVID-19. All this leads to an inquiry on the real flaws and deficiencies of the national proposal for economic reactivation and the problem experienced by these communities in the first year of the crisis. © 2022, Pontificia Universidad Catolica del Peru. Este artigo tem como objetivo discutir as contradições presentes no processo de incorporação das Tecnologias da Informação e Comunicação (TICs) ao trabalho dos assistentes sociais que atuam nas políticas de Saúde, Assistência e Previdência Social no contexto da Covid-19. A metodologia utilizada consiste em pesquisas bibliográficas, documentais (com enfoque nas publicações do CFESS) e observações decorrentes da experiência prática enquanto assistente social do Sistema Único de Saúde e do Sistema Único de Assistência Social1 1 Até novembro de 2020, a autora Erika Valentim atuou como assistente social nas políticas de Assistência Social e Saúde, mais especificamente no Centro de Referência Especializado em Assistência Social (CREAS) e em hospitais de referência contra a Covid – 19. Atualmente é assistente social atuante na Política de Educação, assim como a autora Fernanda Paz. . Foi possível identificar que o uso das TICs acontece de forma heterogênea e desigual nas políticas sociais, como estratégia para a continuidade dos atendimentos nos serviços públicos, ao mesmo tempo que apresenta aspectos comuns, entre os quais se destaca a recorrência a meios digitais não institucionalizados. Tal incorporação esbarra em questões éticas, na falta de acesso das populações mais vulneráveis aos meios digitais e na lógica produtivista que tende a intensificar a precarização do trabalho.Alternate :This article aims to discuss the contradictions present in the process of incorporating Information and Communication Technologies (ICTs) into the work of social workers who work in Health, Assistance and Social Security policies into Covid-19's context. The methodology used consists in bibliographic and documentary research (focusing on publications from the CFESS) and observations due to a practical experience as a social worker in the Unified Health System and the Unified Social Assistance System. It was possible to identify that the use of ICTs happens in a heterogeneous and unequal way in social policies, as a strategy for the continuity of public services, but it comes up against ethical issues, in the lack of access of the most vulnerable populations to digital media and in the productivist logic that tends to intensify the precariousness of work.

Résumé

Background: The onset of the coronavirus pandemic created diverse stressors for families with small children such as isolation, limited public and private childcare options, and balancing work and childcare. Fear of the future, feelings of uncertainty and loneliness led to a rise in mental health problems. Public family support services also faced significant challenges: while families felt more need for support, established means of reaching families and providing services were severely curtailed. Objectives: The current study aimed at capturing pandemic-related changes in family needs and at documenting experiences in the use of newly developed analog and digital services provided by public family support institutions in the city of Hamburg, Germany. Materials and methods: We conducted focus groups with staff members of different types of public family support services and parents who were using these services. Central topics of discussion were pandemic-related experiences and ideas for the future of public family support services. Results: Results confirm an increase in family pressures. Parents and staff members missed low-threshold accessibility of services and personal contact and dialogue. Creative approaches to complement services digitally were developed. Several of these approaches were considered beneficial, especially for reaching new target groups and strengthening interprofessional cooperation in the field. Conclusions: In-person support services need to be upheld. However, digital services can effectively complement analog formats. A successful combination requires effective resource distribution and staff member qualification measures.

Résumé

Tourists' preference for ecological attractions was boosted in the post-Covid-19 period and reinforced the importance of ecotourism around the world, with the appreciation of domestic trips to destinations marketed as sustainable. Therefore, the general objective of this article is to reflect on potentialities and challenges for ecotourism in the municipality of Rancharia (SP, Brazil). It should be noted that Rancharia is part of the "Sol do Oeste" and "Oeste Rios" Circuits, so there is a regional articulation focused on a tourism policy. The research methodology consisted of a theoretical review on the topic of ecotourism, tourism planning and tourism sustainability, highlighting study concepts and perspectives. Documents provided by the municipal government were consulted, such as the Master Plan, the Master Plan for Tourism Development and the Urbanistic and Environmental Master Plan. To complement the analyses, an interview was conducted with the Director of the Municipal Department of Tourism, the main activity management sector on a local scale. The results show that Rancharia has the potential to perpetuate ecotourism practices, especially when it is verified the presence of expressive natural resources in its territory and the title of Municipality of Tourist Interest (MIT) conquered in 2007, when it started to receive funds for investments in infrastructure tourism, as well as resources from the Improvement Fund for Tourist Municipalities to benefit the activity. On the other hand, the challenges are related to the opening of private properties to public visitation, as they have natural attractions that already motivate flows of people, however, they also lack investments in infrastructure for access and permanence of visitors. Likewise, it is necessary to sensitize the community to the value of ecotourism as an alternative to socioeconomic development. From this, it would be possible to structure an ecotourism itinerary with an emphasis on practices and leisure activities in contact with nature, attracting more tourist flows to the municipality.

Across the world, large swaths of society closed in response to the COVID-19 (C-19) pandemic, transforming the provision of government services, including welfare. The shift to remote work afforded a glimpse of what a future digitized public sector might look like. In Denmark, employment assistance went fully remote in spring 2020 to prevent the spread of C-19. Caseworkers assessed unemployed individuals' needs for welfare benefits over the phone instead of at the physical job center. With this change, caseworkers could no longer rely on nonverbal communication, such as physical cues (e.g., the appearance of an unemployed individual), in their assessment practice. Although they are not explicitly described in the formal work process, caseworkers report that such cues influence their assessment of an individual's challenges related to their unemployment. Taking a qualitative approach, we conducted 60 telephone interviews with 6 caseworkers across 3 Danish job centers during the first wave of the pandemic. Later, during the second wave of the pandemic (August 2020-June 2021), we conducted observational studies (22.5 h) including on-site interviews in two job centers where caseworkers had returned to work having consultations with unemployed individuals both remotely and co-located. During this second-wave period we also conducted new interviews (n = 18) with the caseworkers from the first part of the study. The contribution of this paper is an empirical description of how casework changes when it shifts from co-located to remote consultations, focused on two factors: (1) the role of physical cues and how caseworkers rely on these cues to communicate with and assess the individual, and (2) documentation practices, and how earlier documentation became more important when caseworkers lacked access to physical cues. We contribute to CSCW research by showing that although implicit information about the individual is valuable for caseworkers, it is not problem-free, and therefore we argue that there is a need to find new ways to assess individuals, in particular interpreting implicit or un-spoken information, as the complicated use of physical cues can tip over to become a matter of bias.

The pandemic disrupted previous operational models and led to changes in public administration. The academic literature on the impacts of the pandemic on public administration and management is growing. To date, no literature review outlining the findings of the published research has been made available, to our knowledge. This article summarises the findings of a systematic literature review outlining changes in public administration that can be attributed to the pandemic. It also points out gaps that should receive attention in future research (for example the longevity of changes).

Résumé

The aim of the article is to assess the digital transformation quantitatively and qualitatively in the management of public services against the background of the pandemic. The E-Government Development Index (EGDI) analog for evaluating the effectiveness of digital public services was developed. Qualitative and quantitative changes in digital transformation in the management of public services on the background of the pandemic were determined. It was found that no more extensive range of non-mandatory actions aimed at improving the client -oriented nature of public services and communication is observed in the innovative regions of the Russian Federation. It is established that the main transformations are qualitative, as the trend of increasing digitalization of public services was observed even before the pandemic, but during the pandemic the requirements for the expansion of such services, their efficiency, "customer centricity", and communication both within the organization and with users have increased.

Emergency policing has played a significant role in controlling the spread of COVID-19 in various countries. China is one of the few countries that has successfully controlled the pandemic. What are the factors that determine the effectiveness of emergency policing in China? This study argues that the social capital played a supportive role in emergency policing during COVID-19. Based on the data analysis, we construct a theoretical framework to explain why pandemic control in China has been effective. The effectiveness of the police response to the COVID-19 pandemic in Zhejiang, China, displays the importance of all three types of social capital for emergency policing, including interaction-assisted social capital represented by 'grid-governance', technology-driven social capital represented by 'data sharing', and service-assisted social capital represented by 'safety construction'.

Résumé

The policy of the electronification of regional payment transactions (ERPT) is one of the innovations implemented by Indonesia due to the COVID-19 pandemic so as to increase the economic activity and revenue. This study is aimed at increasing the understanding of smart governance, the contactless economy, and regional income in North Sumatra Province, Indonesia, and globally the new normal and the post-COVID-19 eras. This research study was carried out using the primary data obtained through questionnaires in 2021 applying the purposive sampling method and processed using the Structural Equation Model-Partial Least Square (SEM-PLS) models. Based on the six hypotheses proposed in this study, the results show that performance expectancy, the social influence, and the facilitating condition have a positive and significant impact on the behavioral use of the noncash payment transactions of taxes and levies in North Sumatra Province. On the other hand, the effort expectancy has no significant impact on the cashless transaction of paying taxes and levies in the North Sumatra Province.

This paper attempts to elucidate Vietnam's strategies and policies for fostering digital transformation. Vietnam has made some progress in the digital transformation of its economy but there are challenges to achieving further progress. Business enterprises struggle to adopt digital technologies due to technical, financial and regulatory constraints. These constraints include conversion costs, internal infrastructure resources, data leakages and ineffective regulations. The government has provided support for the digital transformation of enterprises through improvements in its å framework for the digital economy, promotion of science and technology, taxation regime and SME assistance. The government should undertake further legal reforms to support digital transformation, strengthen digital human resources and enhance e-government capabilities.

The changes in the fields of education, business administration, transportation, science and technology innovation, logistics and supply chain management, etc. caused by the COVID-19 pandemic in the post-epidemic era are reviewed in this paper, with research topics such as China's management of medical and health institutions, public health emergency governance, community governance, and national governance being emphasized. The "resilient governance" which is more flexible and resilient has become the common choice both at the national governance level under the background of globalizaiton and at the emergency of public health governance level which pays more attention on the community governance. At the same time, building an institutional coordination and collaboration mechanism that is more adaptable to the post-epidemic era is also a major challenge to future governance. Based on the above analysis, this paper conducts an in-depth analysis of the vague definition of the concept of "post-epidemic era", and discusses the current problems of inadequate use of research methods, inadequate research design, and separation of theoretical and practical values of the research. Finally, from the perspective of restructuring, the future governance concepts and governance models in the post-epidemic era are prospected.

Résumé

Consumption and production of digital goods and services have increased in Indonesia for the past ten years. A fast-growing e-commerce sector and an increase in digital payments supported the strong growth of the digital economy. Although Internet and digital transactions emerged in the late 1980s, the regulatory framework governing digital activities was only introduced in 2008 with the enactment of the Law on Electronic Information and Transactions. The government of Indonesia has relaxed foreign capital restrictions and provided fiscal incentives for digital businesses. Indonesia has also made commitments related to digital business in recent trade agreements in terms of the mutual recognition of consumer protection and cross-border data transfer. To encourage the use of ICT in public service, Indonesia introduced the 100 Smart City programme and has begun the implementation of electronic-based public service and operation (e-government). The government accelerated digital transformation during the COVID-19 pandemic by increasing the budget allocations for ICT in 2020 and 2021. To further accelerate digital transformation, the government needs to focus on digital literacy, nationwide integrated infrastructure, regulatory and institutional mechanisms and the innovation ecosystem.

Coronavirus illness 2019 has had a major impact on the entire world over the past two to three years. One important approach for people's protection is to wear masks in public. Furthermore, putting on a mask properly Many public service providers demand that users only utilise the service while properly wearing masks. Only a small number of studies have examined face mask identification using image analysis, nevertheless. We suggest Face Mask, a highly accurate and practical face mask detector, in this study. The suggested Face Mask is a one-stage detector that combines a novel context attention module for detecting face masks with a feature pyramid network to fuse high-level semantic information with various feature maps. We also provide a brand-new cross-class object removal method to reject and predictions with a high intersection of union and low confidence. Additionally, we investigate the viability of integrating Face Mask with a portable or embedded neural network called MobileNet. By utilising1)Contactless temperature sensing,2)we create a fack mask detection alarm system to boost COVID-19 indoor safety.Infrared sensor and contactless temperature sensing subsystems rely on Arduino Uno, while computer vision algorithms are used for mask identification. © 2023 IEEE.

Résumé

Appropriate governance tools can facilitate urban governments' effective responses to crises. Supported by information and communication technologies (ICTs), e-government infrastructure can be employed to achieve smart governance in epidemic control. Examining the case of Hangzhou, this paper discusses the Chinese megacity's adoption of e-government infrastructure as a means of combating the COVID-19 epidemic and stimulating recovering of the economy. This paper also summarizes several policy implications that may serve as points of reference for other cities when formulating their crisis response strategies. The paper concludes that smart governance rooted in the use of e-government infrastructure has exhibited great potential for public health crisis management.

Résumé

The lack of access to basic services played a big part among the key effects of COVID-19 on migrants and refugees. This paper examines the governance dynamics behind public services for migrants and refugees to understand how COVID-19 has impacted them and what accounts for different levels of adaptive capacity. It employs a mixed methods approach, using egocentric network analysis and qualitative interviews to compare the service ecosystems in four European cities from 2020 to 2022 (Birmingham, Larissa, Malaga, and Palermo). The paper explores the impact of two conditions on the service ecosystems' ability to adapt to the pandemic: the structure of governance and the presence of dynamic capabilities. We argue that the ability of local governments to manage pandemic challenges is highly dependent on the formal distribution of comprehensive competences across various levels (the structure of governance), and the quality of network cooperation between different administrations and civil society (dynamic capabilities). Our analysis reveals that while both conditions are critical for the level of adaptive capacity in public services' provision, the structure of governance is more likely to act as a constraint or trigger for coping strategies.

Public green spaces provide physical and mental respite, which have become essential and elevated services during the COVID-19 pandemic. As visitation to public parks and recreation areas increased during the pandemic, the challenge of maintaining visitor safety and protecting environmental resources was exacerbated. A key visitor safety practice during the COVID-19 onset was maintaining a physical distance of six feet (1.8 m) between groups. A novel data set documented and compared physical distancing compliance and off-trail behavior on multiple-use trails across multiple states and within select U.S. communities, attending to the impact of select environmental factors. Nearly 6000 observations revealed physical distancing compliance varied and the environmental factors of trail width, density, and signage influenced its variability. Similarly, off-trail movement was related to trail width and density. Clearly the environment matters as people negotiate the 'new normal' of physical distancing during physical activity and outdoor recreation participation. Given the ongoing COVID-19 pandemic and likelihood of future health crises, this project provides important information and insight for trail and other public green space management, monitoring, and modelling moving forward.

Résumé

The COVID-19 pandemic has quickly had an impact on our day-to-day lives, as well as on the movement of goods and people around the world. It has recently been common practice to shield one's face by using a mask. In the not too distant future, many businesses that provide public services will need their clients to correctly wear masks in order for them to receive those services. As a result, the detection of face masks has evolved into an important mission in the service of worldwide society. In this post, a relatively straightforward approach to achieving this goal is presented using basic machine learning tools like TensorFlow, Keras, OpenCV, and Scikit-Learn. The suggested method accurately locates the face inside the image before determining whether or not it is covered by a mask. While doing a surveillance task, it is capable of detecting a mask as well as a moving face. To properly detect the presence of masks without over-fitting, we look into numerous options for optimizing the values of the parameters in the Sequential Convolutional Neural Network model. © 2022 IEEE.

Our paper focuses on the role of e-government in relation to economic development within the post-COVID era. Nowadays, e-government represents the service which utilizes digital technology to create electronic pathways to improve the efficiency of public services, increase economic prosperity, and improve the standard of living. In this paper, we argue that e-government presents the only proper and viable model for public administration in the 21st century by embedding internet-based technologies to ensure smooth interactions between the government and its citizens, solving the most socially important problems, enabling internal communication between public servants, and delivering public services to the entire population regardless of age or gender. In addition, we show that stakeholders and policymakers should foster the development of an adequate and non-discriminatory environment for e-government through regulatory frameworks, policy guidelines, and government guarantees. Our study is based on the results of our own survey that was administered using a snowball and quasi-random sample of 400 respondents (aged 19–26 years;56.2% females and 43.8% males) from the Czech Republic (N = 136) and the Russian Federation (N = 264), of whom 58% were women and 42% were men (M ± SD = 45.53 ± 11.46, median age 44). Our results show that the e-government enhancement concept has been perceived as an effective tool for fostering economic prosperity, tackling corruption, and helping to avoid uncertainty. Based on the theories of customer-focus and relationship marketing, this study suggests that the most significant factor influencing the success of e-government projects is citizen orientation, followed by channel and channel orientation, and technology orientation. We show that the governments of developing countries should prioritize e-government applications in their requests for international assistance and cooperation, as well as international financial support. Moreover, we argue that digital transformation should become the key element of the changing business and market needs in the post-COVID era.
